Oscar Douglas appointed Special Advisor to the Superintendent for Investigations
August 5, 2025Charleston County School District (CCSD) announced the appointment of Oscar L. Douglas as the district’s Special Advisor to the Superintendent for Investigations. Douglas brings over three decades of distinguished experience in law enforcement, investigations, education, and public service to this critical leadership role.
In his new capacity, Douglas will serve as a senior advisor to the Superintendent, providing oversight and coordination of complex internal investigations related to staff conduct, compliance with district policy, and external matters that may impact the district. He will act as a liaison with law enforcement and regulatory agencies, support legal compliance, and help resolve conflicts between stakeholders—all while safeguarding the integrity and transparency of district operations.
Douglas has served in various leadership roles in CCSD since 2017, including Interim Executive Director of Investigations and Compliance, Interim Executive Director of Employee Relations and HR Compliance, Director of General Counsel Investigations, and Deputy Director of Security and Emergency Management. Prior to joining CCSD, he served as a police officer with the Charleston Police Department, an agent with State Probation and Parole, taught criminal justice at the collegiate level, and held advisory positions overseas as an International Police Advisor under the U.S. Department of State. Douglas also served for over a decade on the S.C. Juvenile Parole Board.
