TigerDC Pledges Full Alignment with Current and Future State Data Center Regulations

Leadership behind Project Spero confirms that the facility is already designed and engineered to meet or exceed the standards outlined in South Carolina’s proposed Data Center Development Act (S. 867). Further, the company has formally committed that it will not seek to be grandfathered under any prior state or federal regulatory framework should new data center–specific standards be enacted.

“Our position is simple,” said Jerry Tang, CEO of TigerDC. “When South Carolina establishes clear, responsible standards for data center development, we will meet them, even if we are not legally required to do so. That is how committed we are to safety, environmental stewardship, and doing this the right way.”

Built to Meet Modern Standards

The proposed S. 867 framework calls for structured state-level oversight, environmental performance standards, infrastructure accountability, and long-term decommissioning planning. Project Spero confirms:

  • The facility is designed to operate with high-efficiency systems and responsible environmental controls.
  • Infrastructure investments are structured to protect existing residential ratepayers.
  • Water use is limited to closed-loop cooling systems and basic employee needs, minimizing strain on local resources.
  • The project incorporates mitigation measures related to noise, lighting, and community compatibility.
  • Long-term operational and site responsibility planning is already embedded in project design and financing.

Project Spero has operated transparently throughout the local approval process and has engaged publicly on questions surrounding power, water, and community impact.

Voluntary Waiver of Grandfather Protections

Although many industrial projects are legally permitted to operate under the regulatory framework in place at the time of approval, Project Spero is voluntarily committing not to rely on grandfather provisions if new state or federal standards are enacted for data centers.

“This is not about the minimum required by law,” said Jerry Tang, CEO of TigerDC. “This is about setting a benchmark for how critical AI and digital infrastructure should be developed in South Carolina. A $3 billion private investment has the potential to be transformational for South Carolina’s economic growth — strengthening the tax base, supporting infrastructure, and positioning the state as a leader in next-generation technology. We are committed to working alongside local and state leaders who want to responsibly kickstart that kind of change.”

Supporting Responsible AI Infrastructure

As artificial intelligence and digital services expand nationwide, physical infrastructure must keep pace. Project Spero maintains that responsible data center development strengthens economic competitiveness while protecting communities and natural resources.

South Carolina has an opportunity to lead in next-generation infrastructure while maintaining clear guardrails that protect residents and the environment. Project Spero’s voluntary alignment with S. 867 reflects confidence that high standards and economic growth can move forward together.

“We believe in transparency. We believe in accountability. And we believe South Carolina can build the future of AI infrastructure the right way,” Tang said.
