The Director of Housing and Residential Life is responsible for the overall planning, organization, implementation and supervision of all on campus housing and residence life. The position is responsible for coordinating and supervising all key housing services provided by USC Upstate. This includes overseeing resident selection, assignments, managing resident relations, supervising staff, preparing complex budget and statistical reports, formulating annual budget requests and monitoring spending. This position also partners with key university operations coordinating with Facilities Management, Operations, and Housekeeping, coordinating with dining services, and oversight of the management the student housing database utilization with Enrollment Services and the Registrar’s Office. This person has financial oversight of the department with over $8 million in revenue of the main budget of approximately $3-4 million dollars in spending, as well as development and management of a facilities project budget in coordination with Facilities Management. A key part of the budget management is managing housing occupancy to match revenue and occupancy goals with university enrollment projections and strategic priorities. The staff in this position is responsible for departmental operations that complies with state/federal law and university guidelines.
• Develops and implements the administrative policies and procedures required for effective and efficient physical and fiscal management for Residential facilities.
• Plans, supervise, trains, and direct the provision of student support services to benefit residential students. Oversees hiring, supervision, evaluation all housing staff; plans and facilitates training activities for professionals and paraprofessional housing staff; provides leadership for all housing staff (e.g. associate directors, assistant directors, administrative specialist, resident assistants, desk assistants, and other student assistants).
• Manages all policies relating to maximum utilization of university housing facilities and placement of students (student room assignments, rent rates per unit, housing application, use of student housing software, application of state and federal policies and laws). Provide leadership for the development of a active summer program of camps and conferences that supports the department’s finances and university priorities.
• Coordinates with the Director of Facilities and key facilities staff on all operational procedures and plans to include fiscal planning, building and furnishings, maintenance, inspections, fines, repairs, supply purchases, contracts, renovations, housekeeping, etc. Coordinate maintenance staff.
• Manages and monitors a self-supporting budget and manages the revenue to debt ratio. Creates and maintains inventory of furnishings and appliances with replacement schedule. This includes coordination with admissions and key campus partners on occupancy management and forecasting to maximize housing and related dining revenue.
• Serves as an ombudsperson dealing with complaints and resolving differences between residential life, parents, and students in matters related to living on campus. Provides linkages to key resources on campus to students/families in need.
• Works with Enrollment Services and Financial Services to coordinate marketing, recruitment events, housing placement and charges for students.
• Works closely with university police to ensure appropriate safety and security for residents including life safety equipment. Coordinates with the Dean of Students on student discipline issues and the Director of Disability Services regarding disability accommodations.

Minimum Required Education and Experience: Requires a bachelor’s degree in a job-related field and 5 or more years of job-related experience, which may be substituted by an equivalent combination of job-related certification, training, education, and/or experience. A successful background check is required. A valid driver’s license and good driving record is required.
Preferred Qualifications: Master’s degree in Student Personnel Services or related field and 5 years related experience. At least three years prior budget management, and full-time staff supervisory experience. Strongly prefer experience in the formation, implementation, evaluation of effective housing policies and procedures. Strong background in housing operations, technology and finances.
Knowledge/Skills/Abilities: A successful background check is required. Record of successful occupancy and budget analysis. Strong organizational skills and interpersonal skills. Maintain confidentiality, managing multiple concurrent tasks, verbal communication, written communication, analytical and problem solving, on call for emergency situations. Knowledge of facilities management planning and operations. Expert knowledge level in housing information and technology systems. Effective knowledge and use of Microsoft Office Suite particularly with Excel. Basic accounting knowledge. Knowledge of principles, regulations and laws related to housing and judicial affairs.
Salary: $76,904; Salary commensurate with education and experience.
