Human Resources Generalist

Georgetown County is seeking a knowledgeable, detail-oriented, and service-driven Human Resources Generalist to support benefits administration, payroll coordination, recruitment, and overall HR operations. This position plays a critical role in ensuring employees receive accurate benefits, timely compensation, and responsive human resources support.

This position reports to the Director of Human Resources and requires independent judgment, discretion, and strong knowledge of public sector HR practices.

Benefits Administration 

  • Administers employee benefit programs including health, dental, vision, life, retirement, flexible spending, deferred compensation, and supplemental plans.
  • Conducts new hire benefit orientation sessions.
  • Processes benefit enrollments, qualifying life events, terminations, and retirements.
  • Reconciles monthly insurance billing and coordinates payroll deductions.
  • Serves as primary contact for employees, retirees, insurance carriers, and the South Carolina Retirement System regarding eligibility and enrollments.
  • Assists employees with claims resolution and benefit questions.

Payroll Department Support 

  • Provides administrative and operational support to ensureaccurateandtimelypayroll processing.
  • Processes personnel action forms affecting pay, deductions, and employment status.
  • Verifies employment data including new hires, terminations, and status changes.
  • Assistswith benefit deduction setup, reconciliation, and payroll-related reporting.
  • Coordinates with payroll staff to resolve discrepancies related to compensation, retirement contributions, and leave balances.

Recruitment & Job Control 

  • Coordinates recruitmentand job posting processes.
  • Maintains position control tracking and staffing records.
  • Processes employment applications and applicant communications.
  • Ensures recruitment activities comply with County policies and employment laws.

Leave & Compliance 

  • Administers Family & Medical Leave Act (FMLA) processes, including eligibility review and leave tracking.
  • Processes required employment documentation including I-9 and W-4 forms.
  • Reports new hires to appropriate state agencies as required by law.
  • Assistsinpreparation of regulatory and compliance reports.
  • Maintains strict confidentiality of personnel information.

Health Clinic Support 

  • Provides backup administrative support to the County Health Clinic.
  • Verifies employee eligibility for clinic services.

ADDITIONAL RESPONSIBILITIES

  • Assists the Director of Human Resources with departmental operations and policy interpretation.
  • Maintains organized and confidential personnel files.
  • Attends meetings and training sessions asrequired.
  • Performs related duties as assigned.

Qualifications

Associate’s degree in Human Resources, Business Administration, Public Administration, or related field; and five (5) years of progressively responsible experience in human resources, benefits administration, payroll coordination, or related field; OR any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.

Special Requirements

Knowledge of benefits administration and payroll processes. Familiarity with federal and state employment laws, including FMLA. Strong organizational skills and attention to detail. Ability to maintain confidentiality. Excellent customer service and communication skills. Proficiency with standard office software and HR/payroll systems.
