Under general supervision, the position is responsible for delivering and coordinating a comprehensive workforce-readiness and educational training program for Workforce Innovation and Opportunity Act (WIOA)- eligible youth. The primary goal of the role is to equip participants with foundational academic skills, employability competencies, and work-based learning experiences that lead to successful job placement, continued education, and long-term self-sufficiency.

Deliver and Manage Instructional Training & Participant Development
• Plans, coordinates, and delivers all instructional and work readiness training aligned with WIOA competencies, including Advanced Skills Training, Driver’s Education, and related curriculum. Ensures that all training activities, competencies, and required documentation are accurately maintained in student files and in the SC Works Online System (SCWOS) to meet audit and compliance standards.

Coordinate Work-Based Learning, Employment Placement, and Participant Support
• Develops, secures, and maintains partnerships with local businesses to provide job shadows, work experiences, internships, and employment opportunities. Coordinates all aspects of participant placement, including scheduling interviews, transporting participants as needed, assisting with work-related needs (e.g., clothing, materials), monitoring progress, obtaining employer feedback, and ensuring accurate tracking of work hours, payroll documentation, and participant outcomes in SCWOS.

Provide Case Management, Outreach, and Follow-Up Services
• Maintains ongoing engagement with participants through case management activities, including conducting home visits, utilizing various communication methods (including social media), and providing continued support during and after program participation. Meets contract goals for enrollments, completions, terminations, and employment outcomes. Conducts 12-month follow-up services and documents all interactions and outcomes in SCWOS.

Manage Program Compliance, Eligibility, and Partnerships
• Performs eligibility certification and maintains all required documentation for participant enrollment. Ensures compliance with WIOA guidelines, audit requirements, and program standards. Builds and maintains relationships with schools, social service agencies, and community partners to support recruitment, program visibility, and service delivery.

Support Program Operations and Staff Supervision
• Assists the Program Director in daily operations and program coordination. Hires, trains, supervises, and evaluates temporary staff (e.g., WIN administrators). Represents the program in community meetings and presentations. Provides backup support for program functions such as transportation or instruction when needed.

Qualifications:
Bachelor’s degree and 5 or more years of related experience. A valid South Carolina driver’s license is required. A successful background check is required.

Preferred Qualifications:
Strongly prefer job development and teaching experience and knowledge of area businesses.

Knowledge/Skills/Abilities:
• Knowledge of workforce development practices, instructional methods, and program compliance requirements (e.g., WIOA), including serving at-risk or underserved populations
• Skill in delivering training, coordinating program activities, managing participant cases, and tracking outcomes using data systems
• Skill in building and maintaining relationships with employers, community partners, and program participants
• Ability to exercise independent judgment, manage competing priorities, and meet program performance goals
• Ability to communicate effectively, engage diverse populations, and represent the program in community-based settings

Salary Range: $44,296 – $53,624; Salary commensurate with education and experience.
