The Certification Specialist/Program Assistant recruits and certifies participants for enrollment for ACHIEVE grant program. Works with all referring partners to establish a relationship. Maintains financial records and works with Director for monthly and yearend reporting. Plans and coordinates the office management/clerical/budget duties of the ACHIEVE Program; Establishes working relationship with fiscal agent and Upstate Workforce Board; Works directly with Director and Career Readiness Coordinator and Career Specialist.

• Recruits and certifies participants. Includes completing enrollment application in the SCWOS (South Carolina Works Online System). Responsible for data validation accuracy. Recruits participants for program. Develop and maintain good working relationship with schools in order to recruit.
• Maintains financial records and works with the Director on budget matters. Completes and submits all technical reports relevant to the ACHIEVE Program, including those for the Upstate Workforce Board and USC Upstate, to include MIS reports, travel, time cards, purchase requisitions, invoices, etc. Supervises the clerical duties of the Van Driver. Assists in maintaining all program statistics, including Monthly Summary, Referral Log, Active Roll, etc. Keeps abreast of budget expenditures through Excel and understands how the budget is spent/maintained under grant guidelines, WIOA, and the USC system. Submits payments in PeopleSoft and assists the director with PeopleSoft entries.
• Assists Career Readiness Coordinator and Career Specialist with Work-Based Learning. Submits payment requests in the PeopleSoft system for work-based learning payments. Assists Career Readiness and Specialists with maintaining work-based learning records and the budget amount.
• May transport students to/from class, work, or other entities.
• Performs routine clerical tasks, such as typing, filing, scheduling appointments, directing incoming telephone calls, interacting with visitors and applicants, disseminating programmatic information, making referrals, and maintaining records and files, etc. Develops forms, systems, and schedules in order to improve office and program efficiency. Takes requests from staff for supplies, secures price quotes when needed. Orders and receives supplies and checks for accuracy. Assists the WIOA Property Manager with inventory audits.
• Reviews program files and participants’ files at least once per month to ensure compliance with WIOA guidelines. Assists the Auditor during monitoring visits.
• Other duties as assigned.

Qualifications: A high school diploma and 4 or more years of experience. A valid driver’s license and good driving record. A successful background check is required.

Knowledge/Skills/Abilities: A successful background check is required. Basic computer knowledge and command of office/secretarial/budget procedures. Respond calmly and efficiently in crisis situations; Able to work independently with minimal supervision; Excellent critical thinking, judgment, and organizational skills; Able to read, write and speak English fluently and effectively. Able to establish and maintain effective working relationships with clients, schools and other referring agencies; Maintain confidentiality; Able to handle interruptions and handle multiple concurrent tasks; Able to do detailed work; and ability to do mathematical functions needed for accounting.

Salary Range: $40,037 (11-month); Salary commensurate with education and experience.
