Laurens County Planning Commission to Consider Campground Development, Two Appeals at April 30 Meeting

The Laurens County Planning Commission will hold its regular meeting Thursday, April 30, 2026, at 5:30 p.m. at the Laurens County Administration Building, 100 Hillcrest Square, Laurens. Chairman Bobby Smith will preside.

Three items of new business are on the agenda, including a campground development proposal and two appeals of staff decisions.

The commission will consider a preliminary plat and plan submitted by Victor Caponey on behalf of property owner Mark Luree for a new campground to be located on Springdale Drive, east of Highway 56 North in Clinton.

Also before the commission, Robin Keith Kellet is appealing a staff decision denying placement of a manufactured home in a subdivision that does not permit such structures under Section XIII (i) of Ordinance #934, the Manufactured Home Ordinance. The property is located at 143 Lakeshore Drive in Cross Hill.

In a third matter, James Smothers is appealing the requirements of Ordinance #926, Division 5, Section C.5, which mandates a 50-foot-wide non-exclusive easement throughout the length of a property to serve additional lots at the rear. The property is located at 5137 Knighton Chapel Road in Fountain Inn.

Public comments will be accepted on each of the three new business items.

The meeting will open with an invocation by Commissioner Michael Floyd, followed by the Pledge of Allegiance. The commission will also take up approval of the April 21 agenda and the minutes from its March 17 meeting.

Commission members include Chairman Bobby Smith, Vice Chairman Tom Robertson, and commissioners Casey Robinson, Allen Lawson, Michael Floyd, and Duane Owens.
