Black River United Way calls for support as local third-grade literacy rates lag
April 28, 2026Nearly half of all third graders in the local community are currently reading below grade level, according to data released by Black River United Way. The statistics reveal a stark disparity between neighboring counties, with 44% of Georgetown County third graders and 61.6% of Williamsburg County third graders failing to meet literacy benchmarks.
Educators and community leaders emphasize that early literacy is a critical predictor of long-term success. Students who struggle to read by the third grade often face persistent academic and economic challenges throughout their lives.
Heroes for Literacy shows results
To combat these trends, Black River United Way has implemented “Heroes For Literacy,” an in-school tutoring program. The initiative utilizes 37 community volunteers to provide weekly, small-group reading support to students in kindergarten through third grade.
The program reported significant impact for the current year, including:

76 students served across five elementary schools.

86% of students showing measurable reading improvement.

44% of participants now reading on grade level.
Palmetto Giving Day goal
The organization is seeking to expand its reach during the upcoming Palmetto Giving Day, scheduled for May 5-6. Black River United Way has set a fundraising goal of $5,000, which officials say will fund one full quarter of the tutoring program at a local school.
Community members can participate by making donations during the 36-hour event, sharing the cause on social media, or serving as matching sponsors to encourage further giving.
