Nesmith promoted to manage Public Works and Capital Projects
May 13, 2026The Georgetown County Public Services Department has promoted Jacob Nesmith to the newly created position of Public Works and Capital Projects Director.
Nesmith previously served as Public Works and Construction Services Manager for the Department. In his new role, he will add the management of capital projects — including major drainage initiatives and projects funded through the Capital Project Sales Tax — responsibilities that were previously managed at a higher administrative level.
The position was created to allow Carla Harvey, Assistant County Administrator and Public Services Director, to focus on broader administrative duties.
“The goal is to continue to serve the residents of Georgetown County so that Georgetown County is a place that people want to live, play and work,” Nesmith said.
Nesmith has been with Georgetown County for nearly seven years, beginning his tenure as a Senior Construction Inspector before advancing to Public Works Manager and later adding Construction Services oversight to his role.
Nesmith has a bachelor’s degree in civil engineering technology from South Carolina State University and a master’s degree in civil engineering with a concentration in structural engineering from North Carolina A&T. He obtained his general contractor’s license in 2006. He and his wife of 18 years, Kimberly, reside in the Pawleys Island area with their children, Kaylee, 14, and Jacob, 11.
“Creating this position was the right move for the county, and Jacob is the right person to fill it,” Harvey said. “His track record here speaks for itself, and I look forward to what he’ll accomplish in this role.”
