Richland County earns coveted credit ratings from Moody’s, S&P Global

Richland County was recently awarded the highest possible credit ratings from two of the nation’s premier credit rating bureaus. This prestigious recognition reflects the County’s strong financial stewardship, prudent fiscal policies and continued commitment to serving residents with excellence.
The Aaa and AAA ratings, the highest assigned by Moody’s Ratings and S&P Global, respectively, are shared by only the nation’s most financially stable governments. The high marks signal to investors and taxpayers alike that Richland County is well-managed, fiscally responsible, and well-positioned for long-term success. The ratings also allow the County to access lower borrowing costs, ensuring taxpayer dollars are maximized for public projects and community improvements:
- Moody’s Ratings assigned its Aaa rating to the County’s proposed $12 million general obligation bonds, which are used to fund fire protection services. The bureau assigns the Aaa rating to entities it regards as having the highest quality and lowest credit risk. Moody’s also maintained the County’s Aaa issuer rating and Aaa ratings on its outstanding general obligation unlimited tax bonds.
- S&P Global assigned its AAA long-term rating to the County’s general obligation bonds and affirmed its AAA long-term rating on the County’s outstanding general obligation debt. A rating of AAA points to a high likelihood that the borrower will repay its debt.
In announcing the news, Moody’s said its Aaa rating reflects Richland County’s “ample reserves and liquidity, supported by conservative fiscal management,” as well as a “sizeable and growing local economy.” Moody’s noted that the County’s “very strong governance profile supports its rating and reflects a strong institutional structure, demonstrated policy effectiveness and established history of prudent budget management.”
Similarly, S&P Global said the stable outlook for the County’s credit reflects “historically strong financial operations and reserves,” supported by “formalized financial policies and a broad economic base that continues to show good growth.”
