Union Pacific–Norfolk Southern merger advances through federal review

October 25, 2026

The proposed merger between Union Pacific and Norfolk Southern continues to advance through federal regulatory review, marking a significant development for the nation’s freight transportation industry and businesses across South Carolina.

The proposed combination would create America’s first coast-to-coast freight railroad, connecting approximately 50,000 miles of track across 43 states. Supporters believe the merger could improve shipping efficiency, reduce transportation delays, and strengthen supply chains for industries ranging from manufacturing and agriculture to logistics and distribution.

In September, the Surface Transportation Board unanimously rejected requests from competing railroads and industry groups seeking to dismiss the merger application without a full review. The decision allows the proposal to continue through the regulatory process, although the Board has not made a final determination on its merits.

The merger could have implications for South Carolina’s economy, where manufacturers, agricultural producers, and distributors depend on reliable freight transportation to move goods and materials across the country. A more connected rail system could improve access to domestic markets and create additional opportunities for economic growth.

The Surface Transportation Board has established November 18, 2026, as the deadline for opening comments on the proposed merger. Additional regulatory review, public hearings, and further filings are expected throughout 2027, with final briefs scheduled for May 28, 2027.

The Board will ultimately determine whether the proposed combination meets federal standards for competition, transportation efficiency, and the public interest.
