Bill Musser, Public Finance and Securities attorney at Pope Flynn, named Best Lawyers® 2022 Mergers and Acquisitions Law “Lawyer of the Year” in Columbia

October 4, 2021

Bill Musser, a public finance attorney with Pope Flynn, has received “Lawyer of the Year” in Mergers and Acquisitions Law for Columbia from The Best Lawyers in America® 2022. Three attorneys with Pope Flynn, a law firm concentrating in public finance and government law in South and North Carolina, have received “Lawyer of the Year” in different categories over the years: Joe Lucas, for public finance in Charlotte for 2020 and 2015, Lawrence Flynn, for public finance in Columbia for 2021 and utilities law in Columbia for 2022, and Bill Musser, for public finance in Columbia for 2015 and now mergers and acquisition law in Columbia for 2022. The designation is given to only a single lawyer in each practice area in each community, and is “awarded to individual lawyers with the highest overall peer-feedback for a specific practice area and geographic region.” Best Lawyers methodology is based on peer review. Musser also has received recognition in public finance and corporate law in the 2022 edition of The Best Lawyers in America®.

“Bill’s extensive corporate work, his work for national and regional banks and underwriters, as well as his public finance work with a number of South Carolina hospitals, airports, and many other significant state projects is a tremendous resource for our clients,” said Joe Lucas, managing member of Pope Flynn. “We are thankful that his peers have recognized his work. His senior public finance and municipal bond experience, coupled with his corporate and M&A experience, adds to the depth of resources we bring to our governmental, banking and underwriting clients, as well as our hospital and higher education clients.”

Musser recently represented the South Carolina Department of Administration as the State of South Carolina weighed the sale, management, or reform of multi-billion dollar South Carolina utility Santee Cooper, which operates a number of natural gas and coal plants, a hydro-electric plant, and a nuclear plant.

Musser is also recognized by Chambers USA in Band 1, Banking and Finance; Chambers is an independent ranking service that, using firm submissions and client interviews, ranks lawyers “in their practice area(s) based on their legal knowledge and experience, their ability, their effectiveness and their client service.” Musser is a member of the National Association of Bond Lawyers (NABL). He has also served on NABL’s Securities Law and Disclosure Committee and the Carolinas Municipal Council Advisory Board.

Musser graduated with both his JD and an MBA from Wake Forest University. He received a BA for a double major in history and chemistry from the University of North Carolina at Chapel Hill, where he also lettered in college baseball on a team that went to the College World Series, where it placed third.
