Charleston County Criminal Justice Coordinating Council publishes 2025 annual report: “Data-Driven Insights into System Performance”

The Charleston County Criminal Justice Coordinating Council (CJCC) has released its 2025 Annual Report, offering a comprehensive review of local criminal justice system functions. The report analyzes key areas, including jail use, trends in arrests, deflection efforts, bond and reentry practices, and case processing.

The report compiles data from 17 independent local sources, allowing for the monitoring of trends over multiple years.  Published annually, the report serves as a valuable resource for the community and criminal justice stakeholders while reinforcing the CJCC’s commitment to data transparency and informed decision-making.

“Good policy starts with good data,” said CJCC Director Ellen Steinberg. “This report gives us a clear, shared understanding of how our system is performing—where we’re making progress and where challenges remain.”

Key findings include:

  • The average daily population (ADP) in the jail has steadily increased. Average daily population is the highest it has been in the past 10 years (1,270 ADP).
  • The most frequently booked charge was Driving Under the Influence 1st.
  • The Tri-County Crisis Stabilization Center (TCSC) services have increased by 126 percent since 2020.
  • Increases in Time to Disposition suggest movement on the pending backlog.
  • GSC clearance rates were recorded at five- year high of 113 percent.
