City Parks to celebrate Halloween

The City of Columbia Parks and Recreation Department invites the public to celebrate Halloween at one of several family-friendly events scheduled at the City’s parks, including the Spooktacular Halloween Carnival on Monday, Oct. 31 from 5 to 9 p.m. at Finlay Park, 930 Laurel St.
