Clinton City Council Recap: Rezoning Request Denied, Traffic Changes and Policy Updates Approved at April 13 Meeting
April 14, 2026The Clinton City Council met Monday, April 13, 2026, addressing a range of community concerns, policy updates, and development-related matters during its regular session.
During public comments, Natasha Mims spoke to council regarding a youth program she hopes to launch and requested assistance securing funding to bring in an out-of-state pastor to support the initiative.
Resident Jocelyn Craig addressed council with concerns about what she described as disruptive teen activity in the West Carolina Avenue and Bell Street area.
Robby Strickland, representing the Planning Commission, spoke regarding updates to the city’s subdivision regulations, outlining the commission’s recommendations related to development oversight.
Jeff Dewitt appeared before council to protest a proposed rezoning request involving properties on Davidson Street and Musgrove Street. Dewitt expressed concern that changing the zoning from residential to C-3 commercial in what has historically been a single-family residential area would open the door to incompatible future development.
Council approved several proclamations recognizing the month of April as:
- Alcohol Awareness Month
- Autism Acceptance Month
- Child Abuse Prevention Month
The council also recognized members and coaches of the Clinton High School and Clinton Middle School District 56 Science Olympiad teams for their outstanding achievement in capturing both Division B (middle school) and Division C (high school) state championships.
In legislative action, council unanimously approved second reading of an ordinance amending subdivision regulations to require the use of an independent engineer to review subdivision street construction. The change is intended to help ensure subdivision roads meet quality standards and comply with South Carolina Department of Transportation regulations, following recommendation from the Planning Commission.
Council also unanimously approved adoption of a new sick leave pool policy for city employees.
On first reading, council unanimously approved an ordinance amending the city code to establish one-way westbound traffic on West Pitts Street between North Broad Street and Elizabeth Street. The ordinance also provides for angled parking in the area and authorizes installation of traffic control devices and signage.
Council unanimously approved first reading of an ordinance annexing property into the city limits located between Derby Lane and South Broad Street.
In one of the evening’s most closely watched items, council voted to deny first reading of an ordinance that would have rezoned approximately 3.14 acres located at 104, 106, 111, and 112 Davidson Street from residential to C-3 commercial. The denial followed public opposition from nearby residents concerned about preserving the residential character of the neighborhood.
Council also considered first reading of an ordinance to amend the City of Clinton Code of Ordinances to comply with National Flood Plain requirements.
