The City of Columbia has been recognized as a national leader in housing innovation in the latest Mayoral Housing Report released by the Capital One Insights Center in partnership with the Bipartisan Policy Center and the U.S. Conference of Mayors.
The report highlights Columbia’s efforts to identify underutilized land and create new opportunities for housing development through innovative, data-driven strategies. Under the leadership of Mayor Daniel Rickenmann, the City has worked with property owners, neighborhood stakeholders, and development partners to transform vacant and underused properties into sites for future housing, helping meet the needs of a growing community while preserving neighborhood character.
“Columbia’s housing shortage is not an issue of land availability; it is an issue of activation. With over 2,000 vacant lots, we have the footprint we need to meet our growth head-on. We are taking a deliberate, data-driven approach to move these underused parcels from being liabilities to becoming the foundation of attainable housing for all income levels. Most importantly, we are grounding this transformation in the people who define our city prioritizing our local employees and our long-term neighbors to ensure that as Columbia grows, the opportunities for stability and ownership remain firmly in the hands of those who call it home,” said Mayor Daniel Rickenmann.
The city’s approach builds on the goals outlined in Columbia Compass, Columbia’s comprehensive growth plan, which identified vacant land as a key resource for addressing future housing needs. To support that effort, the city is using camera technology mounted on sanitation trucks to create a detailed inventory of vacant parcels, verify ownership, and determine which properties are suitable for redevelopment. Columbia is also partnering with nonprofit developer DreamKey Partners to explore housing opportunities on both publicly and privately owned lots while engaging residents to ensure future development aligns with neighborhood priorities.
The report highlights examples of innovative local leadership from communities across the country and recognizes Columbia’s efforts as a model for identifying opportunities to increase housing supply through strategic planning and community partnership.
“We know that lasting solutions to the housing crisis are often developed and tested at the local level,” said Shena Ashley, President of the Capital One Insights Center. Mayor Rickenmann and Columbia’s vacant lot initiative is a great example of this.”
