February 3, 2021

Following is a statement from Richland County Council Chair Paul Livingston:

“It is with deep sadness that I acknowledge the passing of former Councilwoman Thelma McBride Tillis on Jan. 31.

“Councilwoman Tillis represented constituents of District 3 on Richland County Council from 1998 to 2004, beginning by finishing the term of her late husband, Councilman Cecil Tillis, who died in office. Councilwoman Tillis was a valued member of our body, serving an additional four-year term before retiring from County Council to spend time with her children and grandchildren.

“Councilwoman Tillis remains closely connected to our Council, as her former seat is now filled by her sister, Councilwoman Yvonne McBride. Councilwoman Tillis’ nephew, former Councilman Damon Jeter, held the District 3 seat for 12 years between the two sisters’ time in office.

“County Council sends its deepest condolences to the family of former Councilwoman Tillis, including our own Councilwoman McBride.”
