Cousar joins Spartanburg Water as Chief Operating Officer

Award-winning utility professional brings more than 20 years of experience to executive team

Regina Dobson Cousar has been named Chief Operating Officer (COO) of Spartanburg Water.

Cousar has more than 20 years of experience as an engineering and management professional with 11 years concentrated in the utility industry. She most recently served as a part of the senior management team at Charlotte Water in North Carolina. Among her many successes during her tenure at Charlotte Water, Cousar managed the implementation of the strategic operating plan, administered several significant contracts, and worked to develop a culture of continuous improvement by leading and supporting implementation of utility best practices, innovative processes and knowledge management systems.

In her role as COO, Cousar will have management responsibilities for Engineering, Collection and Distribution, Water Treatment and Special Projects.

“The role of Chief Operating Officer is an integral role in our organization—one that requires a well- experienced individual who can not only handle a wide variety of day-to- day management responsibilities, but also support and drive our continual path to excellence through strategic planning, organizational development and collaboration,” said Sue G. Schneider, Chief Executive Officer. “Regina’s experience and skill set will be a great asset to Spartanburg Water.”

Cousar holds a B.S. in Chemical Engineering from Howard University, an M.S. in Chemical Engineering from Georgia Institute of Technology and is currently working on her doctoral dissertation in Organizational Leadership from Northeastern University. She has received special awards including the 2010 City Manager Team Award for Customer Service Champion and the 2016 City Manager Team Award for Innovation.
