Fountain Inn Assistant City Administrator Russell Slatton earns prestigious ICMA Credential

Fountain Inn becomes the only municipality in South Carolina with both its City Administrator and Assistant City Administrator serving as ICMA Credentialed Managers

The City of Fountain Inn is pleased to announce Assistant City Administrator Russell Slatton has earned the designation of ICMA Credentialed Manager (ICMA-CM) through the International City/County Management Association.

The ICMA Voluntary Credentialing Program recognizes professional local government managers who demonstrate strong education and experience, high standards of integrity, and a commitment to lifelong learning and professional development. Credentialed Managers complete a peer-review process focused on professional growth, continued learning, and applying best practices in local government management.

Slatton joins Fountain Inn City Administrator Shawn Bell, ICMA-CM, in earning the designation. With both leaders credentialed, Fountain Inn is the only municipality in South Carolina where both the City Administrator and Assistant City Administrator are ICMA Credentialed Managers.

“This is an important professional accomplishment for Russell and a significant point of pride for Fountain Inn,” said City Administrator Shawn Bell. “The ICMA credential reflects a commitment to ethical leadership, continued professional growth, and excellence in local government management. Having two ICMA Credentialed Managers serving our organization reinforces our commitment to strong leadership and exceptional service to the Fountain Inn community.”

The distinction also places Fountain Inn among a small group of communities served by ICMA Credentialed Managers. South Carolina currently has 38 Credentialed Managers actively working in local government. Twenty-four serve municipal governments, and only five work in the Upstate region. Two of those five serve the City of Fountain Inn.

Earning the ICMA-CM designation reflects Slatton’s continued commitment to professional development and effective local government leadership. Credentialed Managers are expected to continually evaluate their skills, pursue opportunities for growth, and use their professional development to strengthen the communities and organizations they serve.
