Fountain Inn Invites Public Input on Design of New Municipal Complex

June 15, 2025

The City of Fountain Inn will host two community listening and input sessions in collaboration with LS3P, the architectural firm selected to lead the design of the city’s proposed new Municipal Complex. These sessions will provide residents with an opportunity to offer feedback and ideas during the early stages of the project’s development.

The sessions are part of the “Programming Phase,” an initial step in the planning process that occurs prior to the creation of official architectural documents (ie. Floor plans, Elevations, renderings, etc.). Citizens will have the chance to view examples of other municipal projects designed by LS3P and share their vision for the future of Fountain Inn’s civic spaces.

The proposed 60,000-square-foot complex—slated to be built at 200 North Main Street—will replace the city’s current administrative offices, as well as police and fire department facilities. The new campus is designed to enhance operational efficiency while serving as a modern hub for city services.

“We are inviting the community to actively shape the future of their government facilities,” said CityAdministrator Shawn Bell. “LS3P has an incredible track record of creating spaces that are tailored to the unique needs of each community. We want to ensure the voices of our residents are heard from the very beginning.”

LS3P, based in the Southeast with a national portfolio, brings deep expertise in architecture, interior design, and planning. Known for thoughtful, community-centric design, LS3P has delivered major governmental and civic projects, including military headquarters, emergency operations centers, and modernized libraries and museums.

“Our team carefully curates governmental offices to serve the needs of each community,” said Douglas K. Rackley, LS3P Senior Project Manager. “From local courthouses to municipal buildings, our work supports efficient and effective operations.”

The $2.5 million design and planning project is being funded in two phases, with $1.3 million provided by the South Carolina Legislature. Additional federal funds are anticipated to cover the second phase. This initiative aligns with the City’s broader INNvision Comprehensive Plan, a blueprint for Fountain Inn’s growth and development, adopted Fall 2023.
