Governmental law attorney Ginny Bozeman joins Pope Flynn

February 27, 2023

Virginia “Ginny” Bozeman has joined Pope Flynn, a Columbia-headquartered law firm that focuses on governmental and public finance matters, where she will be providing local governments advice and counsel while continuing to serve as lead county attorney to a small South Carolina county and as town attorney to a growing municipality, both in the Midlands.

After graduating from law school, Bozeman spent ten years at a Tennessee law firm, where she gained substantial experience litigating in state and federal courts and rose to partner in the firm. She subsequently served in the attorney’s office of Shelby County, Tennessee for several years as assistant county attorney and chief ethics officer, and later lead contracts attorney. While in Tennessee, she also served as a senior judicial law clerk for judges on the Tennessee Court of Criminal Appeals and Tennessee Supreme Court. Upon moving to Columbia, South Carolina, she worked for a large South Carolina firm, where she counseled governmental entities on day-to-day issues and more complex forms of governance, redistricting, utility, zoning, and permitting matters.

“I’m so pleased to be here at Pope Flynn,” said Ginny Bozeman. “One of the things I’m looking forward to is the focused nature of the practice and collegiality that the firm encourages. The firm’s experience in governmental law here is quite deep, and I’m eager to contribute.”

“Ginny has a terrific combination of governmental law experience with trial and appellate litigation,” said Joe Lucas, managing member of Pope Flynn. “Along with her experience working as an attorney with counties and municipalities, her experience in litigation and contracts has included work with hospitals and healthcare practices, public schools, and municipalities which will bolster Pope Flynn’s ability to serve its public sector clients. We are thrilled to have her on the Pope Flynn team.”

Bozeman is a council member of the Government Law Section of the South Carolina Bar and has served as adjunct legal research professor at the University of South Carolina School of Law. While in Tennessee she graduated from the Tennessee Bar Association Leadership Law Class of 2019, was a fellow of the Memphis Bar Foundation, served on the board of directors of the Memphis chapter of the Association of Women Attorneys, and was secretary for the Memphis Bar Association litigation committee.

She received her JD from the University of Memphis Cecil C. Humphreys School of Law and her BA from Rollins College in the public policy track of Environmental Studies. She is a member of both the Tennessee and South Carolina Bar.

Bozeman will be based out of Pope Flynn’s Columbia office.
