Investments Reflect Community-Driven Goals
Greenville City Council approved two significant financial actions that will shape the City’s operations and investments for the coming year — unanimously approving the final readings of the FY 2027 Operating Budget and the FY 2027 Capital Budget.
The $309.9 million operating budget is a financial plan funding all municipal services from July 1, 2026, to June 30, 2027. The budget maintains the current 81.4 mill property tax rate while adding a $1 monthly increase to the solid waste fee and a 2.4% increase to the base wastewater fee and annual stormwater fee.
In a companion action, Council voted to appropriate $29 million for the first year of the City’s 2027–2031 Capital Improvement Program, which supports a wide range of infrastructure and quality‑of‑life projects, including:
- Transportation improvements and intersection upgrades
- Greenways, trails, open space acquisition and stream restoration
- Affordable housing initiatives
- Public safety technology and facility enhancements
- Park and community center upgrades
The ordinance also allocates $3.5 million in interest within the Capital Projects Fund and $4.2 million from the Capital Projects Reserve to designated projects.
