Heather Ricard Promoted to Director of Risk Management Services for the Municipal Association of SC

COLUMBIA, SC – March 8, 2012 – Heather Ricard is the new director of Risk Management Services at the Municipal Association of South Carolina. Formerly CFO andassistant director for Risk Management Services, Ricard joined theAssociation in 2005 directing the financial accounting and reportingfunctions for the SC Municipal Insurance Trust, SC Municipal Insuranceand Risk Financing Fund, SC Local Government Assurance Group and SCOther Retirement Benefits Employer Trust.

In her new role, Ricard will oversee the Association’s RiskManagement Services division that includes two primary programs. The SCMunicipal Insurance Risk Financing Fund provides all lines of propertyand casualty coverage including tort liability and automobile coveragefor its member municipalities. The SC Municipal Insurance Trust providesself-funded workers’ compensation protection for municipalemployees.Ricard will continue to manage the SC Other RetirementBenefits Employer Trust, a GASB 45-compliant trust to pre-fund futureretirement obligations. 

Before joining the Association, Ricard was accounting supervisor withthe City of Vacaville, California, and worked with the city for morethan eight years. She is a CPA and graduate of the University of SouthCarolina. She also received her master’s degree in businessadministration from California State University. 

Ricard is a member of the SC Association of CPAs and serves on theboard of the National League of Cities’ Mutual Insurance Company and theSC Self Insurer’s Association.
