Irmo Chapin Recreation Commission hosts Saluda Shoals Riverwalk groundbreaking ceremony

May 1, 2025

On April 29, the Irmo Chapin Recreation Commission (ICRC) celebrated the groundbreaking of the Saluda Shoals Riverwalk at the Upper Boat Landing of Saluda Shoals Park. This monumental project marks the beginning of a significant effort to enhance regional connectivity, improve active transportation options, and promote outdoor recreation along the Lower Saluda River.

The Saluda Shoals Riverwalk formally known as the Lower Saluda Greenway, a proposed 8.5-mile multi-use paved path, will run along the north side of the river and serve as a critical link between the Lexington and Irmo communities, as well as neighboring cities like Columbia, West Columbia, and Cayce. By improving access to parks, trails, and key destinations, the project aims to provide safer, multimodal transportation options for residents and visitors alike.

“This groundbreaking marks a new chapter in connecting our communities through safe, accessible, and enjoyable outdoor spaces,” said Mark Smyers, Executive Director, Irmo Chapin Recreation Commission. “The Riverwalk will create a space where people can walk, bike, and enjoy the natural beauty of the Lower Saluda River while linking neighborhoods and businesses to recreational destinations.”

The Need for Connectivity

Through consistent use of existing recreational facilities and strong advocacy from residents, the community has expressed a clear desire for connected, non-motorized transportation and recreational pathways. The new Riverwalk will address this by providing easy, safe access to critical destinations, supporting healthier lifestyles, and promoting a more vibrant regional character.

“Addressing the need for greater connectivity and safer travel options is essential for the well-being of our region,” added Smyers. “This Riverwalk will not only make it easier for people to access parks and trails but will also contribute to the long-term quality of life for residents by offering a sustainable and healthy transportation choice.”

Partnerships

This project would not have been possible without the support and collaboration of several community partners, including the Central Midlands Council of Governments, Cornerstone Presbyterian Church, County of Lexington, Dominion Energy, Midlands Business Leadership Group, State of South Carolina, and The Mungo Foundation. These organizations have worked together to ensure the success of this important regional initiative.

Dominion Energy’s Legacy of Stewardship and Partnership

As part of its ongoing commitment to community enhancement and environmental preservation, Dominion Energy has played a pivotal role in the development of the Riverwalk. Approximately 95% of Phase One of the Riverwalk is located on Dominion’s property, where the company has served as a key development partner. Leveraging their expertise, Dominion has contributed significantly to the design of the Riverwalk and has provided critical support in securing FERC approval. The company will lease or grant easements along the Saluda River to support this transformative public project. Phase One of the Riverwalk spans the area between the Lake Murray Dam and Saluda Shoals Park.
