Pope Flynn governmental law attorney Ginny Bozeman receives certification as South Carolina State Court Mediator
January 29, 2025Virginia “Ginny” Bozeman, a governmental law attorney with Pope Flynn, a Columbia-headquartered law firm that focuses on governmental and public finance matters, has been certified as a South Carolina Court Mediator by the South Carolina Board of Arbitrator and Mediator Certification. Bozeman provides advice and counsel to and represents local governmental entities around South Carolina in general contract, permitting, licensing, property, zoning, land use, and other commercial disputes. In addition, she serves as county attorney to a small South Carolina county and as town attorney to a growing municipality. Bozeman spent ten years at a Tennessee law firm, where she gained substantial litigation experience in state and federal courts and rose to partner in the firm. She subsequently served in the attorney’s office of Shelby County, Tennessee for several years as assistant county attorney and chief ethics officer, and later lead contracts attorney, where her practice included general local government litigation, including contract, governmental tort liability, tax, and employment disputes.
While in Tennessee, Bozeman also served as a senior judicial law clerk for judges on the Tennessee Court of Criminal Appeals and Tennessee Supreme Court. After moving to Columbia, South Carolina, Bozeman worked for a large South Carolina firm, where she counseled governmental entities on day-to-day issues and practiced general civil litigation, including insurance defense.
“I have always enjoyed helping clients resolve legal disputes through creative solutions,” said Ginny Bozeman. “In my work in trial and appellate litigation, as well as my experience working with counties and municipalities in two states, I have seen a lot of conflict. Resolving that conflict through mediation is almost always a better course for all parties because both sides retain control over the process and outcome.”

Bozeman is a council member of the Government Law Section of the South Carolina Bar and has served as adjunct legal research professor at the University of South Carolina School of Law. She received her JD from the University of Memphis Cecil C. Humphreys School of Law and her BA from Rollins College in the public policy track of Environmental Studies. She is a member of both the Tennessee and South Carolina Bars.
