Public comment period for FY2025 Consolidated Annual Performance & Evaluation Report for City of Columbia

The City of Columbia Community Development Department is announcing a public comment period for the City’s Fiscal Year 2025-2026 Consolidated Annual Performance & Evaluation Report (CAPER).

The public comment period will run from September 1 through September 15, 2026, providing citizens an opportunity to review and comment on the draft 2025 CAPER. The report details the City’s progress, achievements and expenditures related to federal grant programs administered by the Community Development Department, including the Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), and Housing Opportunities for Persons with AIDS (HOPWA) programs.

As part of the public comment process, the City will host an in-person public hearing:

Citizens may review the 2025 CAPER Executive Summary during the public comment period or request a copy from the Community Development Department. Public comments may be submitted by email at [email protected], by mail to the Community Development Department, 1401 Main Street, 4th Floor, Columbia, SC 29201, or by fax at (803) 255-8912.

A summary of citizen comments will be included in the 2025 CAPER, which is scheduled to be submitted to the U.S. Department of Housing and Urban Development (HUD) on or before September 28, 2026.
