Public-private partnership brings affordable apartments to Greenville

New Affordable Housing Complex Opens Near Downtown
The Riley at Overbrook, an 88-unit complex located off Interstate-385, held a Grand Opening celebration on Wednesday, June 4. The Riley will offer one, two and three-bedroom units for families making between 20% and 60% of Area Median Income (AMI). Nineteen units were set aside for families at 20% AMI through housing vouchers from The Greenville Housing Authority.
“It’s a milestone achievement to provide this kind of attainable housing in the City of Greenville,” said Bryan Brown, President and CEO of the Greenville Housing Fund.
A family of four earning as little as $13,000 annually could afford a unit at the deepest levels of affordability. Brown said those units are leased, but families earning less than $58,000 a year can qualify for remaining units.
“We’ve got a very broad and diverse income range,” said development partner Holly Douglas Schaumber. “You’ve got people who are working one or two jobs who are having a hard time making ends meet in a lot of places. Our hope here is to get folks out of that condition so that they can improve their lives and the lives of their families.”
The Greenville Housing Fund partnered with Schaumber Development and Douglas Development to create the complex. The City of Greenville contributed $720,000 for infrastructure improvements for the property, including sidewalk upgrades, one less step for developers.
“One of the greatest takeaways from this project is that we can’t address the issues of affordable housing without great partners,” said Mayor Knox White. “And that it is, at the end of the day, about the private sector and the private sector’s ability to take the lead on this. Our job is to fill in those gaps.”
The Riley also set-aside 19 ADA-compliant apartments for the differently abled. Those units have roll-in showers, lower countertops and multiple “emergency” features.
