Retailer Costco to build a store in northwest

COLUMBIA, SC – Recently submitted plans by national retailer Costco to build a store in northwest Richland County are generating broad public interest about the project.

Costco’s updated plans are being reviewed by Richland County staff.  The County does not discuss specifics of a plan while under review. However, Richland County is providing the following information to address general questions about the project.

  • Where is the site located? In the Harbison area at 507 Piney Grove Road, where it intersects with Fernandina Road.
  • What’s the status of the County’s review of the company’s revised plans? Costco’s original plans, submitted in April 2015, were denied because they did not fully comply with the County’s Land Development Code. Specifically, certain landscaping and engineering requirements were not met. The company’s revised plans were submitted this week. Those plans are being reviewed by the County’s Planning and Public Works Departments. The timeframe for the review process is 17 days or less.
  • What are the next steps? If Costco’s revised plans meet all County requirements, they will be approved. From there, Costco can start the development process.
  • Has the County offered incentives to Costco? Regarding incentives, Council Chairman Torrey Rush issued the following statement: “Richland County would certainly welcome Costco to our community should the company ultimately decide to move forward with the project; however, the County has not been approached by Costco nor its representatives in regards to incentives. In addition, the County has not offered incentives to the company for this latest project.”
