Richland County, M.B. Kahn receive national award for South Carolina renovation project
August 17, 2026The Construction Management Association of America (CMAA) has selected the Richland County 911 Center project, delivered by M. B. Kahn Construction, for a 2026 Project Achievement Award in the Government sector category.
Selected from a record number of submissions from across the country, the award recognizes projects that exemplify excellence in construction project delivery. Entries are evaluated on creativity, innovation, cost control, safety performance, and overall service to the client. Completed for Richland County under a CM at Risk contract, the project transformed a portion of the Columbia Place Mall into a state-of-the-art emergency communications facility through an adaptive reuse design. The story of this building came full circle for M. B. Kahn, which originally constructed the mall in 1977 and has now given it a new life. The M. B. Kahn construction team worked closely with the County and design team LS3P to establish a Guaranteed Maximum Price while fostering a team-oriented approach to deliver the project under budget.
The project demonstrates how adaptive reuse can successfully convert an underutilized building into a critical public safety asset that will serve the community for decades to come.

Ross Tilton, Senior Vice President, will accept the award on behalf of the project team during the CMAA National Conference on October 5 in Denver, Colorado.
