Largest Water Utility Consolidation in South Carolina History

South Carolina Water Utilities (SCWU), the state’s largest private water and wastewater provider, has announced the consolidation of Blue Granite Water Company with the SCWU systems in the Midlands. It marks the largest water utility consolidation in South Carolina’s history. The merger consolidates more than 70,000 customer connections across the Midlands, Piedmont, and Upstate under a single utility, enhancing operational efficiency, service reliability, and long-term rate stability.

The consolidation, approved by the South Carolina Public Service Commission on June 18, takes legal effect on July 1, with systems migrated on July 6. This integration builds on SCWU’s proven record of regional system management, aligning operations statewide to improve efficiency, manage expenses carefully, and strengthen infrastructure performance.

“This planned consolidation represents a significant milestone in our ongoing efforts to deliver safe, reliable, and affordable water and wastewater services,” said Craig Sorensen, president of South Carolina Water Utilities. “By bringing these systems together under one structure, we can make more strategic infrastructure investments, streamline operations, and continue improving service for customers across South Carolina.”

Since SCWU began managing Blue Granite’s systems in 2024, SCWU has already reduced Blue Granite’s annual expenses through targeted operational improvements, including the closure of high-cost facilities, reorganization of field operations, and optimization of administrative processes. System reliability and customer satisfaction have also improved markedly under the new management structure. Boil water advisories have decreased by more than 80% since this time, and customer survey results show continued gains in service quality and responsiveness.

“We are seeing measurable progress in customer satisfaction as we combine resources and best practices across the organization,” continued Sorensen. “This consolidation enables us to strengthen customer service, modernize operations, and maintain the level of reliability South Carolinians expect from SCWU.”
