State Treasurer Curtis Loftis Names Brad Livingston as New Director of Administration

South Carolina Treasurer Curtis Loftis has hired Brad Livingston as the agency’s new Director of Administration.

Livingston is an experienced accountant and financial officer with 26 years of service in state government. He most recently served as the Controller for the S.C. Department of Health and Human Services, which had annual expenditures of approximately $7.5 billion in FY19. His division oversaw the agency’s accounting and financial systems, payroll, federal contracts and reporting, as well as vendor management. Livingston also worked for SCETV, starting as Director of Accounting and then serving as Chief Financial Officer for five years.

In July, in coordination with several state agencies – including the State Treasurer’s Office – he completed a two-year project that transitioned payments to Medicaid providers to the S.C. Enterprise Information Systems (SCEIS).

“We are pleased to have Brad join our team at the Treasurer’s Office to manage our agency’s internal operations. He brings a wealth of financial and administrative experience that will benefit us as we continue to serve as the state bank for South Carolina,” Treasurer Loftis said.

Livingston is a graduate of Clemson University with a BS in accounting. He is a member of the Government Finance Officers Association and is working to complete the Certified Public Managers Program.
